Response Rate
The responding dioceses and archdioceses
were: Allentown, Baltimore, Baton Rouge, Beaumont TX, Belleville IL,
Brooklyn, Buffalo, Burlington VT, Camden, Cincinnati, Charleston,
Chicago, Cleveland, Columbus OH, Covington, Dallas, Denver, Evansville,
Fall River MA, Fairbanks, Galveston-Houston, Grand Rapids, Hartford,
Indianapolis, Jackson, Kansas City-St Joseph, Lake Charles, Lansing,
Lexington, Louisville, Milwaukee, Mobile, Norwich, Omaha, Philadelphia,
Phoenix, Pittsburgh, Raleigh, Rockville Center NY, St. Paul-Minnesota,
Sacramento, San Bernardino, San Diego, Savannah, Seattle, Springfield
IL, Springfield MA, Toledo, Trenton, Wilmington, Winona, and Worcester.
This constitutes 37% of the arch/dioceses
that belong to the NBCC, a very respectable response rate for a mail
survey. As Figure 1 shows, the strongest responses came from regions 6
and 1, with very good responses also from regions 7, 5, 3, and 2 (in
order of response rate). Regions west of the Mississippi participated in
the survey at below-average rates.

FINDINGS
Overview
Figure 2 shows results of the survey for
each of the action steps. The bottom two portions of each bar,
together, indicate progress. (The solid black portion shows the
percentage making advanced progress and the polka-dotted portion shows
the percentage of reporting arch/dioceses making some progress.) The
upper portion of each bar (striped) indicates the percentage of
responding arch/dioceses which have yet to take action on that action
step. For nine of the ten first-year action steps in the Pastoral Plan,
arch/dioceses overwhelmingly reported progress. The one exception was
the goal of identifying new ways to fund Black Catholic schools.
